 Minutes of Selectmen's Meeting
August 14, 2002

The meeting was called to order at 7:00 p.m. by Chairman Buker.  Selectmen Lamothe and Knapton were present along with Business Administrator James Coffey.  Also present were Deering Selectperson Michelle Johnson and her husband Keith Johnson.

SCHEDULE:
7:15    Charles & Linda Dent met with the Board to discuss taxes.  Mrs. Dent began by questioning the difference between the school tax rate posted by the State of New Hampshire on their web site and the rate on the June 2002 tax bill.  The conversation then turned to various tax issues centered on school costs and why people without children in the school system should pay school taxes.   The Board explained that we all pay for education and also answered the other questions presented by the Dents.

During the meeting the Board also had informal discussions with Selectperson Michelle Johnson and Keith Johnson about various subjects including the Selectperson Institute operated by Antioch Graduate School of Keene.

Minutes of July 31, 2002 were approved with the reference to the new flag at Hillsboro Ford being changed from being a comment made by Selectman Knapton to include positive comments from all three selectmen.

Cindee Carter was present and picked up her building permit after it and a Class VI Road Agreement were approved.

NEW BUSINESS:
Chairman Buker reported that the roadway at Manahan park and the 2nd NH Turnpike were in need of grading.  Jim Coffey will inform Mr. Goss.



A letter from Attorney Frasca concerning a property sale in which a veteran’s disability exemption has led to significant increase in the property tax for the buyer was received and discussed.  It was concluded that the problem is a civil matter between the buyer and the seller.  The Board asked Jim Coffey to reply to Attorney Frasca.

The Board accepted a Road Bond from Patenaude-Hillsboro Development LLC, in the amount of $80,000 for  Madison & Lincoln Circles. These are two short streets off of Jefferson Drive.

The Board approved a request from Karen Wiedner and Gary Snare to use Butler Park for a memorial service/ceremony on September 11.

A letter from Fuller Chiropractic/Lorna Fuller concerning signage for West Main Street was discussed.  Signs for Antrim Road and West Main Street will be erected at the junction.  Jim Coffey will contact Ms. Fuller.

The Board also discussed complaints about yard sales that have become permanent and asked Jim Coffey to look into two specific locations on Henniker and Church Streets.

Other items were reviewed but no action was taken.
