 Minutes of Selectmen's Meeting
September 11, 2002

The meeting was called to order by at 6:00 p.m. by Chairman Buker.  Selectmen Lamothe and Knapton were present along with Business Administrator James Coffey.  


SCHEDULE:
6:00 p.m.       The Board reviewed correspondence

6:30 p.m.       Planning Director Matt Taylor and Jacob Rietsema, representing Hillsborough Pride, met to discuss directional signs on the new Route 9. During the discussion Selectman Lamothe suggested installing a multi-business sign on the Town owned property that fronts on the new highway.  After a discussion which included ideas for improving signs it was decided to hold a special meeting to get public and business input on Thursday, September 19 at 7:00 p.m. in the Community Hall ( Courtroom).  Jim Coffey will arrange for the proper notices to be posted.  

6:49 p.m.       Don Ager, representing the Community Building Advisory Board met to suggest that a bugle now on display in the Boston Museum of Fine Arts be sold to the museum for $5,000 and the proceeds be used for restoring other artifacts now in the Community Building.  A copy of a letter from the museum to James Marvin referencing the loan of the trumpet made in 1998 and indicating that Mr. Brookfield had indicated that the Town would like to sell the trumpet was also enclosed.  Selectman Lamothe stated that he would like to know more about the trumpet before agreeing to sell it.  The Board was unaware of the existence of the trumpet and had therefore had never expressed any interest in selling it.  The Board will look into the matter.
 
7:00 p.m.       Solid Waste Foreman Bill Morris met to discuss consigning items collected at the swap shop to the Salvation Army to eliminate the problem of a few junk dealers taking everything placed there by the public.  Selectman Lamothe stated he didn’t care who took the items.  Selectman Knapton did not favor having a few people make several trips a day to get items for their yards sales or auctions and would support shutting the swap shop.  Chairman Buker suggested that a sign be put up that informs people that the swap shop is not intended to be a source for merchandise to be sold, but is for people to find things they can use.  The discussion concluded with Mr. Morris agreeing to make an appropriate sign.

7:28 p.m.       Meeting adjourned.  Board went to the  Legion for a September 11 service.

Authorization for Geo-Insight to install a monitor well, down gradient from Mr. Mike’s, on Park Street.   Recommended by Mr. Goss that this be approved.  Police details have been arranged and another well is to be installed on Henniker Street.

The Board approved the following as Hillsborough Rescue personnel:  Kelly Senecal, Charlene Martelli, Tina Vigneau and Charles O’Neil. These new members are Medical Technicians and were voted in by the Department on September 9.

NEW BUSINESS:
Items in the agenda were reviewed and briefly discussed.  Jim Coffey mentioned that it may be possible to save cost on the landfill closure by “making” topsoil using sand and sludge from the sewer lagoons. He stated that the process would result in a 9 inch thick top layer that would replace two 6 inch layers, sand and natural topsoil.  He informed the Board that the idea is being looked into and he will report back.  Also mentioned was that the Central NH Regional Planning Commission was creating a digital format for a large number of the Town’s tax maps.
