December 18, 2002

The meeting was called to order at 7:00 p.m. by Chairman Buker.  Selectmen Lamothe was present along with Business Administrator James Coffey.  Max Sargent was also present.

SCHEDULE:
7:00 p.m.       Jacob Rietsema, Chairman of the Hillsborough Pride Board and Kathryn Lookofsky, Main Street Program Director met to request  $10,000 in support of the Main Street Program be included in the Town’s 2003 budget.  At the conclusion of the discussion the Board agreed to include the request in the warrant as a separate article, with the understanding that members of Hillsborough Pride would speak in support of the article.

8:00 p.m.       Jim Coffey reviewed the budgets for Tax Maps, Assessing, Mental Health and revenues.  The Board denied a request from Riverbend Mental Health to consider  increasing the Town’s support for them by $400 but approved the present level of $4,000.

NEW BUSINESS:
The Board approved including a funding request as requested in a letter from Hillsborough Pride.   See discussion above.



The Board reviewed a letter from DES concerning Hillsborough’s lack of a designated location for septage disposal.  This is based on the inability of the Hillsborough Sewer Treatment Plant to serve the town.  No action was taken by the Selectmen at this time and Jim Coffey suggested having a representative of DES meet with the Board.

A request to use Grimes Field as a location for a Jeep rally was received and has been forwarded to the Park Board for their recommendation.


The Board approved abating the 2003 interest for the Breezy Point Condo Association which has taken ownership of land in Hillsborough (Condos’ are in Antrim) and did not receive the tax bill on time.

Jim Coffey asked the Board if they would cooperate with the Chamber of Commerce in publishing a brochure publicizing the Town’s stone arch bridges and the Board agreed.

The Board agreed to meet next on December 30.

Other items were reviewed without any action required.
  
OLD BUSINESS:
The Board reviewed the petition for the layout of a new highway from the end of the present Myrtle Street to Dump Road and determined by a vote of 2-0 that no need for a highway exists there,  and that they are clearly of the opinion that such petition ought not to be granted. Selectman Lamothe also cited the extra expense of a new road which is not warranted.  Chairman Buker also expressed concern about increasing traffic on Myrtle Street.

The Board agreed to allow the placement of an article in the 2003 warrant to discontinue Poor Farm Road providing the article be drafted by the attorney representing the affected property owners and be subject to approval by the town’s attorney.

The Board briefly discussed the training session for the protection of underground utilities to be held in January.

Selectman Lamothe asked the Business Administrator to look into the trumpet owned by the Town of Hillsborough now on loan to the Boston Museum of Fine Arts and to determine how it got there.
