Meeting Minutes
November 24, 2009
Present: Selectmen Joseph Collins, Robert Buker and Lou Ann Rousseau, Town Administrator John Stetser, Community Planner Shane O’Keefe, Tamara McClure, Robert Woolner, Haven Newton, Richard Baldwin and Selectmen’s Secretary Iris Campbell
Meeting was opened at 5:30p.m. by Joseph Collins.
Mr. Woolner said the Library Trustees had met with Jim Bruss last week and had discussed scheduling a Charrette Meeting, on Saturday, December 12, on how to effectively utilize the Library Building. They plan on inviting individuals and the general public could be made aware of the meeting by advertising during the Town’s Christmas Day events on December 5. We would be obtaining input from architects, builders and groups who use or would like to use the building. The morning would be a brain storming session and the afternoon session would be used to create a plan for the building.
Mrs. McClure said this would be an opportunity for the public to have input. The Charrette would create two different options to pick from.
Mr. Woolner said this meeting would help make the building a true community building.
5:40 p.m. Jim Bruss entered the meeting.
Mr. Collins asked about the cost involved.
Mr. Woolner said we could charge a nominal fee to the organizations invited and the Library has funds it could use. We feel that the DAR, Project Lift, Boy Scouts, Pride and others.
Mr. Stetser said the whole building needs to be sprinkled and meet life safety codes and ADA accessability before all areas of the building could be utilized.
Mr. Buker said the State Fire Marshall has said parts of the basement could not be used.
Mrs. McClure agreed, because there is no exit from that area which is under the front of the building.
Mr. Collins said the Library is using some of their funds to repair the roof. We are using the money from the approved warrant article for the basement work. He asked if this is a duplicate of that?
Mr. Woolner said no. He has been saying we need a plan for the use of the building before we can go forward with repairs and/or renovations and this meeting would address this issue.
5:45 p.m. Christopher O’Connor entered the meeting.
5:47 p.m. Naomi Payne and Janice Wightman entered the meeting.
Mr. Stetser asked Mr. Bruss to explain what his firm is doing right now in the basement.
Mr. Bruss said they are emptying the space to expose everything so we can see what we have and will have a sprinkler plan by next week.
5:52 p.m. Russell Galpin, Alan Urquhart and Denise DeForest entered the meeting.
Mr. Buker asked if the previously considered Phase 3 (building addition between the Town Office and the TDS buildings) could be done before Phase 2 (renovations to the second floor of the Town Office building), because he feels there is a greater need for meeting space than upstairs renovations?
Mr. Bruss said yes.
Mr. Woolner said we could write an article about the meeting for the local paper and use it to invite the public.
Mr. Collins adjourned the meeting at 5:57 p.m. so everyone who wished to could tour the basement to see the work already done.
