Emerald Lake Village District (“ELVD”) within the Town of Hillsborough was established in 1979 for the community surrounding Emerald Lake, also known as Gould Pond. Originally a subdivision of seasonal homes, it has developed into primary homes for the majority of its residents. ELVD through a Board of Commissioners manages the well based water system, the beaches and recreational areas, and approximately fourteen miles of roads.
ELVD is also a community of people who enjoy the unique advantage of their own lake and beaches, as well as the proximity of Fox Forest, Pat’s Peak for skiing, and access to the shopping and dining available in Hillsborough, while located close to Concord in the southwest part of New Hampshire.
There is presently a Water Ban in effect for ELVD. NO OUTDOOR WATER USAGE of any type.
Hello Residents,
As I’m sure many are aware that we have been trucking in water this summer to fill our water tank. While we generally see more water usage in summer months than winter months, we suspect there may be a leak or leaks across the system at this time. This could include a main line, a homeowners line or a leak inside your home. With lots of ground to cover, I am asking for residents to help by checking their own home and surrounding area for any and all leaks! We all benefit with the more of us that are vigilant in finding leaks, repairing leaky faucets, running toilets, etc.
If you suspect a leak please report it!

The end of March 2024 is the final time residents of ELVD specifically as well as the state of NH may take the ability to apply for water billing support for low income homes that qualify for the LIHWAP program.
The state has a website: https://www.lihwap.us/state/new-hampshire for details on how to apply. If any residents feel they qualify for low income assistance and would like to seek some support on their water bill to ELVD. This is the last opportunity to apply for this type of monetary support towards current and past due water bills.

The Board of Commissioners have signed a contract with our new road agent today. Road work will begin tomorrow (3-8-24).
Please be patient as he works through the many areas that will need attention. As we have not had a road agent for road maintenance for 6+ months.
He will be starting on the main loop (Red Fox Crossing, Emerald Drive, Hummingbird Lane) and work out from there on areas that need attention first.

This is an important reminder that we are still in an outdoor water ban. This means NO outdoor water use:
Exceptions include: Fruits, vegetables, and herbs may be watered using a hand-held watering can or bucket, Washing/bathing of domesticated household animals is permitted and Livestock, fowl, farm animals, etc. may be watered using buckets only.
A $250 fine + any other expenses will occur for first offense.
Money spent on trucking in water:
2023: More than $72,000
2022: More than $115,000
2021: More than $47,000
2020: More than $152,000
We must be able to meet the high demand of water use (such as 4th of July weekend) all year long before the state will clear us of our Source Water Capacity violation (in place since 2019). We are not trucking in water so select residents can sneak outdoor water use, but so that we can all live day to day life. Until such time our wells are able to sustain enough water for all residents, all year long, we will remain in an outdoor water ban.

Please do not take gravel/sand from the sand pit for personal use. This year's material piles are for contractor use only.
Our Dump/transfer station (at 44 Municipal Drive) has a sand pile for all Hillsborough residents to take from and use.

The district does not charge for a seasonal shut-off or turn-on (off for winter/on in the spring) when scheduled between October 1st and May 15th.

This is important, as pipes bursting during winter months in unoccupied homes has depleted water supply in our water tank during multiple winters over past years. This brings a variety of high costs such as the labor to locate the leak, trucking in water to replenish our tank, etc., that could have been avoided with a no-cost seasonal shut off.

Emerald Lake Beaches and Parks are Private and for the use of District Residents Only
ELVD Beaches and Parks are currently operating on Summer hours, Sunrise to Sunset. The Gate at Eastman Park and barricades at Emerald Beach are shut at Sunset each evening. All beaches are closed at sunset and all after hours activity should be reported to the Hillsborough Police.
No Jet Skis On Emerald Lake
RSA 270:74 prohibits the use of skicraft (one and two person) on all public bodies of water less than 75 acres in size. Gould Pond (Emerald Lake) is 59 acres in size. An example of a skicraft is a Jet Ski and they are not allowed due to the size of our lake. For a full description of a skicraft see RSA 270:73.
Dogs at ELVD Beaches
ELVD Beach Rules and Regulations were updated to restrict dogs access (not permitted) to the following beaches; Eastman Beach, Emerald Beach, Hummingbird Beach. Owners are permitted to take their Dogs to the Meeting House Beach (Gould Pond Rd.) and to Burnham Park (Red Fox Crossing) for swimming /exercise. At all times and all locations, dogs must be in full control of a responsible person who shall ensure that any litter or waste caused by the dog is cleaned up immediately.
Seasonal Water Shutoffs
BOC reminds all seasonal residents that we offer FREE water shut off starting October 15th through April 15th. Turn on in the spring is also free. Property owners will still be billed for non-seasonal shutoff or turn-on service.
Leak Reporting/Water Issues
All leaks should be reported to an ELVD Commissioner HERE and also by contacting Aquamen at (603) 942-6138.
Water Shut-off and Turn-on
To request your water service be shut-off or turned on, please contact Aquamen at 603-397-7814. 48 hours notice required unless it is an emergency. Homeowner must be present when water is turned on. $50/fee per shut-off and/or turn on will be invoiced by Emerald Lake Village District. Turn-on and shut-off service is not available on weekends, holidays, or same day, except in an emergency. If your shut-off or turn-on is seasonal (off for winter/on in the spring) there is no charge, but it must be scheduled between October and May. Self-service is considered tampering and punishable by a fine.
